The Rizhao port is located in the south of ShanDong peninsula, which adjacent to Qingdao port in the north, and the south is Lianyungang. It is the throat of the Bohaisea, and also is the only one port of beweensoutheast of Shandong and northern Jiangsu. In the worldwide, it is the nearest port around the Siberian land-bridge, which adjacent to Japan and Korea peninsula, owns a unique geographical advantage.From both theoretical andpractical view, this paper launched a comprehensive and depth study of the risk management of 300000 ton crude oil terminal construction project of Rizhao port. To analysis the potential risk of project and find the best solution to strengthen the risk management.Firstly, the paper tried to indentify the key risks of the project and comprehensively tell the potential risks through the risk evaluation index system establishment by analytic hierarchy process(AHP). Secondly, combine with the AHP and Fuzzy Evaluation Method, set up the questionnaire to assess and evaluate the current risk of the project, and get the rather accurate result of comprehensive evaluation of the project by the calculation of Fuzzy Evaluation Method. Thirdly, based on the results, get the suitable solutions to eliminate the risks, which provide the useful guidance to the decision maker and laid the foundation of successfully finish the project.
