The building energy discussed in this paper refers to the energy consumption of operation in civil buildings, that is in non-industrial buildings, like houses, office buildings, hotels, shopping malls, and so on, to provide heating, ventilation, air conditioning, lighting, cooking, hot water for the occupants and users, and the energy consumed for the realization of building other services. Construction industry has developed rapidly in recent years in China, and the proportion for which building energy consumption accounts of the whole social energy consumption is rising. By the end of 2012, the total commodity energy consumption of building is 690 million TCE, and has accounted for 19.1% of the national total energy consumption. The total area of public buildings is about 8.33 billion square meters in 2012, the energy consumption(not including northern heating) is 182 million TCE, accounting for 26.4% of the total building energy consumption. From 2001 to 2012, the energy consumption per unit area has raised from 16.5kgec/㎡ to 21.9kgec/㎡, and the energy intensity rising 33%, total energy consumption rising nearly1.6 times. The area of public building accounted for 26.55% of the total area of civil construction in Urumqi in 2012, this paper made statistics on the civil construction area of district heating, and analysed the resolution of the public buildings of district heating, so as to determine the simulation analysis to the office and hotel buildings.We firstly analysed the load and energy consumption of a energy-saving rating 50% office building in Urumqi, and analysd the heating design load, cooling design load, the annual energy consumption and the energy consumption of heating period, the comparing with the load and energy consumption of the non-saving office building model(just to maintain the structure does not meet the energy saving requirements) was made, finally, we analysed the effect of the south window-wall ratio on heating load of the energy saving model.The case has certain reference value to the design, retrofit and operation of this type of office buildings.In the analysis of energy consumption in hotel buildings, according to analytic steps of the energy consumption of former office building, we analysed the load and energy consumption of a energy-saving hotel building(just retaining structure does not meet the energy saving requirments), finally, we analysed the effect of the west window-wall ratio on heating energy consumption, heating and cooling load of the energy-saving hotel model. The case has certain reference value to the design, retrofit and operation of this type of hotel buildings.This paper finally analysed the energy consumption index which energy-saving public buildings must satisfy, and supplied the energy consumption limit for energy-saving verification and trade-off of enclosure structure, so we can control the total energy use for public buildings.
