Tactical command and communications under the condition of informatization mainly rely on tactical Internet. As a part of tactical Internet, data terminal equipment is strengthening the information sharing of the combatants, enhancing the effectiveness of the combats,improving the viability and even playing important roles on other aspects.However, the traditional data terminal equipment, working in a narrow bandwidth, single wav eform or a single-band situation, has many problems such as low data transmission rate which can only deliver general position, navigational warnings, short order etc. And other low data r ate information; They can not enable real-time audio and video transmission and perform low reliability and security. Therefore, in the process of building armed forces digitization, an imp ortant issue is how to complete the functions of the data terminal equipment.This article focuses on the current tactical Internet construction for the problems mentioned above, designs and realizes a new tactical Internet data terminal prototype, solves some practical problems existing in the environment and completes the function of the data terminal equipment, including:(1) Carries the operations and displays the user’s status,locations, command relationships and other information through the flexibility of GIS maps;(2) Achieves the speech messaging results utilizing the feature of LPC(Linear Predictive Coding) technology which is efficient and does not impair the quality of messages to solve problems of the narrow bandwidth voice compression and achieves;(3) Achieves the function of textual messaging and completes the real-time functions of message editing,sending, receiving and alerting, storaging, presentation and retrieving;(4) Achieves the functions of sending, receiving and storaging e-mails, utilizing two encoding methods to complete the formatting of the message bodies--Base64 and Quoted-Printable;(5) Achieves the functions of receiving and storaging the Code command, encodes and decodes the messages according to the code dictionary and translates them fast.After testing trials we find that the modified terminal equipment works well and completes capabilities such as the common data servicing, voice messaging, e-mail sending,code commanding and situational information presentation successfully at situations such as low transmission rate and poor communication environments.
