With the rapid development of the economy and the daily increasing vehiclepopulation, the traffic problems have become increasingly prominent in the small andmedium-sized cities of mountainous areas. As an effective means to ease traffic pressure, tocontrol traffic congestion, the development of public transport is very difficult. Wherepublic transportation network irrational and unreasonable evaluation indexes of transit arethe main causes of the slow development of public transportation in the mountainous smalland medium-sized cities. In response to these problems, the paper combines themountainous small and medium-sized cities’ features and the city’s road systemcharacteristics, studies the transit planning characteristics and the applications of theevaluation index in the small and medium-sized cities of mountainous areas.Firstly, based on a land size, layout, structure and land use patterns characteristics, thepaper analysis the development of the mountainous small and medium-sized cities and theroad characteristics of the mountainous small and medium-sized cities, including the roaddensity, road network layout and the forms of the cross sections of roads. On this basis, thepaper focus on resident trip characteristics and resident trip distribution characteristics in themountainous small and medium-sized cities.Secondly, the five factors of affecting transit network planning—passenger trafficdemand, urban road conditions, the station conditions, vehicle conditions and policyfactors—are analyzed. Based on the comparative analysis of the public transportationnetwork planning of multiple mountain cities, the paper summaries the public transportationnetwork planning features.Again, based on the public transportation network planning factors, the paper discussesthe principle and the planning point of the public transportation network planning in themountainous small and medium-sized cities. Through comparative analysis of existingpublic transportation network planning methods, combined with the small mountain cityroad system characteristics, residents trip distribution characteristics, the paper proposes anew public transportation network planning method—"clear traffic axis, determine theconnection in the form of groups, optimizing the internal circuit tour". Besides, the paper study the issue ofpublic transportation network planning evaluation factors applications in the mountainoussmall and medium-sized cities.Finally, taking Shangluo City in Shanxi Province as an example, by analyzingShangluo land use features, road traffic characteristics and residents trip features, the papermakes the feasible transit network planning. In addition, the paper evaluates the publictransportation network planning scheme and the results validate the correctness of theproposed method.
