After the reform and opening up, under the guidance of national policy, small cities and towns have carried on a series of institutional innovation and policy reform. Which has achieved rapid economic growth, and gradually become an important support for the comprehensive construction of a well-off society. It becomes an important force to promote the process of urbanization. At the same time, along with the rapid economic growth is the surge in the number of vehicles and transportation needs of small cities. Due to the single traffic structure and the parking facilities construction lag, the conflict between parking demand and parking supply has become increasingly prominent.Facing the same contradiction, most small cities are lack of scientific planning management system, neither specific method of static traffic facilities planning layout. In this context, some small cities in the face of the static traffic problem without taking any measures and allow its development, there are also some just to meet the parking needs. The result will only make the contradiction between supply and demand increased. The parking demand will exacerbate traffic congestion. Two kinds of treatment methods will eventually reduce the traffic system operation efficiency and service level. Under the new situation, how to develop urban parking, become urgent and realistic problem.Based on data collection and survey statistics, from the network layout structure, traffic composition and residents travel characteristic set out three aspects of small urban traffic characteristics analysis; From parking behavior characteristics, parking facilities using properties and the angle of three small city parking parked vehicle types properties were studied. Secondly the traffic characteristics and parking facilities distribution and utilization characteristic are analyzed, problems existing in the static traffic system of small cities are summarized. Then combined with the new urbanization strategy, caryring on the discussion of the static traffic development of small cities under the new urbanization, constructing parking facilities planning and management system.Finally, five aspects of planning management system are studied respectively: The parking demand forecasting methods are proposed in this paper; The idea of partition parking control method is introduced, the city is divided into strict control, appropriate control andcoordination development area, proposing development mode of transportation and parking management measures of each partition; The correction of PeiJian parking index, which is revised from three angles including geography, economy, and traffic characteristics; Method of static and dynamic coordination of curb parking facilities layout, strictly control the influence of the curb parking facilities on dynamic transportation; Proposing collaborative layout method of road and off-road parking facilities, with the lowest total cost as the objective function to build location model of road outside public parking lot, with the minimum total cost as the objective function to build location model of off-road public parking lot.
