With the rapid development of economy and the constantly improving standard of people's living,the number of motor vehicles in medium and small cities has experienced an explosive growth,then the parking problem has become more and more serious.How to set up the reasonable parking facilities planning effectively and put forward the supportive policy and safeguard measures in medium and small cities is particularly important.Taking Ma'anshan City and Ru'shan City as examples,this paper carries out a large number of parking surveys in the central urban areas of Ma'anshan City and Ru'shan City,compares the survey results with that of large cities,and analyzes the unique traffic characteristics and parking characteristics of medium and small cities.Find out the current parking problem and explore the cause of the problem in the central urban areas of medium and small cities.This paper determines the parking guidelines and parking development strategy,which is suitable for the central urban areas of medium and small cities.According to the demand characteristics of basic parking spaces and trip parking spaces,different demand forecasting methods are used to obtain the total demand of parking spaces in the central urban areas of medium and small cities.At the same time,the proportion of different parking facilities is defined.The main factors affecting parking policy partition is analyzed,the index system of parking policy division is established by analytic hierarchy process(AHP),and the range of evaluation index of different districts is determined by the method of value function.The central urban areas of small and medium-sized cities are divided by parking policy,and the adjustment coefficient of supply and demand for different districts is put forward.In view of the lack of building classification in the central urban areas of small and medium-sized cities,this paper makes a detailed study on the building classification,and optimizes the building parking allocation standard by means of division differentiation and building classification refinement.This paper studies the location model of off-road public parking lot,defines the factors that affect the location of off-road parking lot,and establishes a parking lot location model based on multi-objective decision-making comparison coefficient method.The influence of in-road parking spaces on dynamic traffic is comprehensively considered,the setting conditions of parking spaces in road are made clear,and the suggestions for setting up parking spaces in road are put forward,and the policy support and safeguard measures for layout planning of parking facilities are further worked out.Taking Ma'anshan City as an example,on the basis of the current parking survey,the layout of the parking facilities and the supply and demand of the current parking facilities in the central urban area of Ma'anshan City are further investigated.Predict the parking demand of basic parking spaces and trip parking spaces in the central areas of Ma'anshan City at the end of the planning period.The total scale of parking spaces and the parking spaces supplies of various facilities in central urban area of Ma'anshan City are calculated through demand prediction.On this basis,the parking facilities planning in the central urban area of Ma'anshan City has been carried out,then puts forward the parking improvement measures.
