With the rapid development of social economy, China’s urbanization process is growing rapidly, the urban scale expands unceasingly and the the amount of vehicle ownership is increasing rapidly. These cause urban road traffic volume and parking demand is growing exponentially, which makes the urban traffic problems become increasingly serious and bring a great challenge on urban transport systems.Firstly, this paper has carried on overall and systematic analysis on the relationship between parking demand and supply, balance between dynamic traffic and parking, the relationship between each other. And then paper clearly put forward that we should fully consider the influence of dynamic traffic which is restrained by carrying capacity of road facilities in the study of parking supply and demand. As a result, we should consider the limits of road facilities’ carrying capacity when studying on the parking supply and demand. This paper also attempts to describe the basic idea for parking supply that match the road network capacity from the Angle of positive and negative balance.Secondly, this paper discusses how to effectively reflect the road capacity. At last, the road network capacity is selected to characterize the carrying capacity of road facilities. Considering the key factor of influencing the capacity of road network, this paper modifies the actual road network capacity based on “space-time consume method” to make the carrying capacity of road facilities closer to actual. At the same time, this paper also introduces the "road network service level method", which is applied to calculate the capacity of the road network to reduces the calculation error of a single method.Furthermore, through analyzing the advantages and shortcomings of the existing parking demand forecasting model, this paper propose to consider the constraints of capacity of the road network in the parking demand forecasting. Finally, so as to make the roads and parking supply facilities as well as the overall benefit is the best, this paper proceed from the capacity of the road network and attempts to model parking supply that match the road network capacity.Finally, this paper takes Xi’an Hi-Tech Industrial Development Zone as a model example to practical application. Analyzing the road facilities and its operating characteristics, resident trip characteristics and parking characteristics and so on in the study area, this paper calculates the actual capacity of road network, and then get the parking supply which match the road network capacity.
