The cost of engineering change is an important part of construction project cost control. However, construction project is complex and long-term, vulnerable to subjective and objective factors such as human and environment. Engineering change is inevitably produced during the process,and the resulting cost seriously affect the construction project cost control. Therefore, it is very necessary to research the cost of engineering change control and propose effective ways to strengthen it.First of all, this article defined some concepts related to engineering change and cost control, expounded the whole process cost control principle and dynamic cost control principle on the basis of a large number of literature research, Then, identified the project engineering change factors from the perspective of different parties involved on the project through literature review and expert interview. Evaluate and analysis the above factors with the methods of questionnaire and factor analysis, concluded 14 factors that mainly influence engineering change. On this basis, combining with the whole process cost control principle, this paper explained the influence of main influencing factors on the cost of engineering changes at different stages of the project. Finally, combining with the data analysis of project example, further validate the objectivity of research.Based on the previous research results, this article proposed ways to strengthen cost control of engineering change from the perspective of the whole process of construction projects. These suggestions are strong targeted and operational, so as to provide a meaningful reference to owner in the aspect of cost control of engineering change.
