Research On Establishment Of Villageand Towm Construction Standaerd System In China

Construction of villages and towns is an important part of building a moderately prosperous society. It is also an important component of the socialist new countryside construction. At present, construction of villages and towns develops rapidly. In this process, many problems exposed because of the lack of necessary standards. Although our country has issued ninety rural construction standards, construction of villages and towns still can not be fully covered. How to set the standard, how to avoid the standard to be compiled and released to resolve conflicts between duplicate standard, how to definite the scope of the standard, all problems need standards system to guide. In view of this, the article focused on building standards system of construction of villages and towns.In the preparation stage of the standard system of construction of villages and towns, the article first elaborated the principles of system construction. Secondly, analysised of the build target system and established three-dimensional target for guiding the standards system of construction of villages and towns. Thirdly, analysised the standard by the object-structured conceptualization.During the building phase, firstly, discussed the system construction process and analyzed the critical nodes of them. Secondly, researched the level, profession, categories and sequence of standards system of construction of villages and towns. Thirdly, established standard project evaluation model by using gray comprehensive evaluation method. Fourthly, analyzed the life cycle of standard system by using probability theory and mathematical statistics method. Finally, discussed the principles and basic forms of standard system table.After standard system’s building, in order to ensure the implementation of the standard system, the system is divided to system construction, system evaluation and system optimization. Five system operation mechanisms are proposed. Discussed the coordination of the parties during system implementation. Finally, put forward proposals for further optimization of the system.
