Rural highway is an important part of highway network in China, large scale, wide coverage, its mileage accounts for more than the total mileage of 3/4, connect the vast County, township and village, direct service to agriculture, the rural economic development and farmers is to promote rural travel, even the whole social economic development and safeguard social stability it has a very important economic and social significance.The purpose of the study is to improve the city area of Chengde rural highway network layout, optimization of highway network grade structure, make the rural highway construction and maintenance work more scientific, harmonious and orderly development of Chengde city based on the existing domain of national and provincial trunk highway network layout, the spirit of "serious research, scientific planning, reasonable layout" thought, follow overall planning, rational distribution, and ensure smooth, environmental protection, construction and maintenance and transforming principle of rural highway network layout in the city to carry out planning and optimization. Through the planning, optimization and adjustment of the rural road network of Chengde City, effectively avoid the construction and layout of the random, repeatability and blindness.The main content of this paper is based on in-depth Chengde city social economy and the present situation of transportation survey, the establishment of evaluation index system for quantitative analysis and evaluation on the network, the existing rural highway in Chengde City, revealed the main contradiction of its existence, seeking to solve the overall train of thought and way of contradictions, and formulate the strategy of construction and development, and put forward feasible scheme of road network layout optimization and highway construction by stages.
