With the construction of smart grid in China, since 2009, China has begun tendering in large quantities and site operation of smart meters. The number of annually tendered smart meters since 2010 has been over 60 million. Due to the complex functions of smart meters, electricity companies have carried on complete detection. As the core function of smart meters, the cost control function applies the contact CPU card as a communication medium, and the traditional way to detect is that in the course of detection, CPU cards with different functions are inserted respectively by people, to complete key downloading, parameter settings, relay switching etc., but the card is easy to damage which leads to the inefficiency and poor quality of work. For electricity companies, the detection of smart meters is becoming a bottleneck in deploying smart meters in large quantities. In order to meet the increasing demand for detection, automatic detection means must be applied to change manual operation to automatic operation, especially for detection of cost control function and keys updating, so as to guarantee the efficiency and quality of detection.This paper introduces the development of the smart meter and detection process of electricity companies, and mainly introduces the importance of cost control function in smart meters and the bottleneck that electricity companies face in detection, and according to the actual demand of electricity companies, through studying automatic testing equipment and automatic detection process of electricity companies, the demand of cost control function for the automatic control equipment is picked up to work out the way to achieve. Taking single-chip microcomputer as the core, the products adopt the modular design and complete the design of automatic control equipment for the cost control function of watt-hour meter. The whole hardware system consists of power supply module, communication module, control module, display module and data processing module, etc. The paper focuses on the reliability of each module, elaborates the working principle of the module, and theoretically calculates the selection of key parameters. Software design adopts the idea of concurrent development of modular design and function module, and between the modules, uniform interface is adopted for convenient access and calls, which makes the whole software design easy to develop and maintain.The products have been provided for all electricity companies as supporting equipment of State Grid’s automatic detection equipment, from the point of on-site operation, the stability and reliability greatly improve the efficiency in detection of electricity companies, use the technology of simulation card inserting, reduce the loss of cards, save the cost of human power, and promote the quality of detection, which has reached the design requirements and provides efficient and reliable equipment for automatic detection.
