Building is the hardware composition of a city and the main carrier of urban memories and culture. Urban function will change with the change of external environment and internal relations during the development. Because of the relationship of city and building, this kind of replacement of the city results to the disappearance of the using function of some existing buildings in the city and causes the loss of existence significance of old buildings. Therefore in the process of city evolution, a strange thing has happened that many existing buildings were torn down due to loss of using function while they were still within their design working life. This kind of behavior is not only caused the phenomenon of building’s short service life, but also led to enormous waste of the material and cultural resources. Because of this, it is a reasonable way to extend the life of existing building by function replacement. At present, function replacement of the old building has become a more and more common means of building remodeling and urban renewal in the process of worldwide urban development, especially in some developed countries. Providing an appropriate new use of existing building will protect building and extend the life of the building, keep city’s unique features, promote the value of the city and sustain the cultural vein.The paper firstly defines the connotation of function replacement of existing building by studying the theory of urban renewal and building revolution. It indicates that function replacement implies a range of acts from comprehensive evaluation to structural modification. Secondly the paper collects the practice of function replacement of old buildings at home and abroad and conducts an in-depth case study. On the basis of this basic work, the paper summarizes the main direction of function replacement and identifies the requirement of building’s characteristics under different function. Thirdly, the paper builds a decision index system of function replacement of existing building from five aspects, history and culture, architecture noumenon, regional environment, social benefit and economic benefit. Besides that, the paper uses mathematical methods to realize quantization of qualitative problem and establishes the evaluation method and decision-making process of function replacement. With the help of this index system, the new using function will be given reasonably. Finally, by using the index system and evaluation method, the paper provides decision-making suggestion for a specific case.
