The water diversion project is an important water conservancy project to solve the uneven distribution of water resources in time and space and the contradiction between regions in China.With the rapid development of China’s economy and society and the requirements of high-quality development put forward by the country,the allocation of water resources has become a bottleneck restricting the development of various regions.Therefore,large-scale water diversion projects are also constantly under construction,and the construction of water conservancy projects has also received high attention from the party,the country,and the general public.The construction quality of water conservancy projects is related to flood control safety,food safety,production and living needs,people’s lives and property,and ecological energy security.Therefore,for the prosperity of the country and the well-being of the people,we must pay attention to the quality and safety issues of water conservancy projects.The subject of this paper is the Yuzhong Taohe river diversion and Supply Project as the research object.From the perspective of the construction unit,through research,the construction quality control management system of the Yuzhong Taohe river diversion and Supply Project is established to guide the construction quality control of the same type of water conservancy projects.This article studies the theory of quality management and control through literature review,on-site research,expert interviews,and other methods.At the same time,through causal analysis,it systematically analyzes and summarizes the problems encountered in the construction quality control of the Yuzhong Taohe River Water Diversion and supply Project from personnel,materials,mechanical equipment,process methods,environment,testing,and other aspects,and analyzes the causes of relevant problems;Establish the overall construction quality management system construction ideas and objectives,establish an effective quality management system through the preparation and improvement of management system documents,quality plans,quality process control,and use of PDCA theory to continuously improve the content of quality management related documents,and develop relevant assurance measures;Based on legal responsibilities and relevant regulations,and taking the quality management system as the outline,clarify the key points and contents of quality control for the project legal person,design,supervision,construction,and quality supervision units in the three stages of construction stage preparation,construction,and acceptance;Establish and analyze a quality control management model for complex engineering issues,and formulate control measures for key indicators based on relevant analysis conclusions.This article studies the theory of quality management and control through literature review,on-site research,expert interviews,and other methods.At the same time,through causal analysis,it systematically analyzes and summarizes the problems encountered in the construction quality control of the Yuzhong Taohe River Water Diversion and supply Project from personnel,materials,mechanical equipment,process methods,environment,testing,and other aspects,and analyzes the causes of relevant problems;Establish the overall construction quality management system construction ideas and objectives,establish an effective quality management system through the preparation and improvement of management system documents,quality plans,quality process control,and use of PDCA theory to continuously improve the content of quality management related documents,and develop relevant assurance measures;Based on legal responsibilities and relevant regulations,and taking the quality management system as the outline,clarify the key points and contents of quality control for the project legal person,design,supervision,construction,and quality supervision units in the three stages of construction stage preparation,construction,and acceptance;Establish and analyze a quality control management model for complex engineering issues,and formulate control measures for key indicators based on relevant analysis conclusions.This article provides a comprehensive description of the quality control and management process of water conservancy projects,and details the quality control and management system.It clarifies the work of each major participating unit at different stages,and applies complex engineering control and management to engineering practice through mathematical models.I hope that the research content of this article can promote the improvement of the quality control management level of water conservancy projects and enhance the ability of water conservancy project managers,and have reference significance for similar types of project construction management in practice.
