In recent years, with the rapid development of economy in our country, especially the urbanization, the development and utilization of underground space developed from monolayer to multilayer. But now traditional design specification limits the development and construction of underground space, it’s not possible to realize the effective combination of architectural safety and economy. Therefore, it’s necessary to mix the problem of underground building space design diversity, put forward a new fire design method, and evaluation to verify the safety with the use of performance-based fire design method, to meet the fire safety requirements.This paper studies the background of the civil air defense underground commercial building at home and abroad, then describes its development and research status at home and abroad. In the First World War, with the improvement of technical performance of aircrafts, especially the bomber showed up, air striking the city behind enemy lines, industrial zone and transportation hub has become frequent combat operations, key zone air defense emerged as the times require. Since the reform and opening up, civil defense cause towards the rule of law, has entered a new historical period. Domestic and foreign scholars also studied the underground commercial buildings.This paper analysis combined with the space and fire characteristics of underground commercial buildings, does safe evacuation design for the underground commercial building. Through the analysis on the influence factors of personnel evacuation, put forward a case that takes the underground commercial pedestrian street as a way of building fire compartment, makes shoppers inside can easily recognize direction, it’s very favorable for evacuation in case of emergency, and this paper analysis the feasibility of the method. Based on this idea, this paper takes a project as a case study, by using the fire simulation software FDS and evacuation simulation software Pathfinder to simulate, respectively from the fire compartment, fuel control, smoke control, automatic fire control and safety distance is analyzed, fully proved that underground pedestrian street could be personnel evacuation safety zone.
