The underground space is a natural formation or artificial exploit space in terrane or topsoil. The 21'st century is the " underground space century," obtain space from underground " is the Only Way Leaves of a city Sustainable Development. Peace and development are the topic of the world nowadays, but the threat of war is still exist. Therefore, on the basis of analyzing the urban underground space and characteristic of modern war in a systematic way, this text study the peacetime and wartime combination which aim at exploiting civil building underground space of the urban and city,Proceeding from the meaning of underground space and the characteristic of the modernize war, this text discuss the necessity and feasibility the peacetime and wartime combination of the civil building underground space. In the same time, regarding the peacetime function and the wartime function of the urban underground space as one system, this text analyze relationship of them and deepen study the underground space of the uptown and downtown, and downtown includes the central business district, city square and the main street. At last, the text study the design of peacetime and wartime converts from the technique level in the underground space entrance.On the basis of this study, the author try to bring design of the peacetime and wartime combination and prime cost into this research, As a result, the research method take a great step from the qualitative analysis to quantitative.
