With the conception of Smart City proposed, intelligent building gets more and more people’s attention. At the same time, intelligent control has also made a great progress in engineering practice of building automation. Central air condition control system as one of the most important part of architecture building control system, its energy consumption accounted for almost 60% of the whole building energy consumption. How to reduce the energy consumption of central air conditioning system has become a hotspot of current research.This has analyzed the features of central air condition system, In the research of energy saving control on the current commonly used central air conditioning water system, a prediction cascade control method based on system identification has been proposed, and the parameter mode of the central air conditioning water system has been established too. In order to research the central air conditioning heating system of a hospital of Tianjin, MATLAB was chosen as the main software, through the historical hourly data’s analysis, using the least squares method with forgetting factor to identify the model order and parameters of central air conditioning water system. The simulation results show that the identified model can reflect the changes of central air conditioning system well. GPC-PID prediction cascade control algorithm was proposed based on generalized predictive control, and found that the prediction of cascade control method has a better stability and accuracy in variable flow control for central air conditioning water system, and obtained a more satisfactory result.Finally, the paper has analyzed energy-saving operation with variable frequency operation of central air-conditioning system. The circulating water pump of central air conditioning water system as the research object, analysis the energy saving potential of variable pump renovation and operation energy consumption of unit in the control of generalized prediction cascade control algorithm, the results show that it has good control effect of the algorithm on energysaving operation of the central air conditioning system. Meanwhile, the prediction cascade control algorithm has good adaptability and robustness, this can guide the design of air condition control system, and it has a very important significance in the control of energy management of intelligent building.
