With the rapid development of the national economy, the ability of electricity supply cannot meet the demand gradually. Along with the increasing environmental pressures and rising prices of coal and petrol, developing wind power has become the need of social development. Wind power, different from the thermal power generation, is a renewable green energy, which can not only effectively reduce ecological damage and the dependence on coal, petrol and other non-renewable energy sources, but also bring better social and economic benefits.Currently there is only one electricity substation of 1,220 k V in Linjiang City, Jilin Province. In 2013, the biggest load was 74.6MW and the load factor was 62.17%. With the recent rapid development of new projects, the existing 120 MVA transformer cannot meet the needs of power supply. Huaneng Jilin Power Generation Co., taking into account the rich wind energy resources, plans to build a wind power farm in Linjiang City.This paper comprehensively analyzed the establishment of the Jubao Wind Farm Project in Linjiang City, having fully considered and evaluated the risks that might be encountered in the construction. With the risk analysis and assessment methods, the study estimated the extent of the impact of various risk factors. Taking the actual situation into account, the study usedmethods such as the analytic hierarchy process to assist calculation and analysis, enhancing the credibility of the conclusions as well as providing accurate and scientific risk assessment techniques for facilitating the construction decision-making. This research not only helped Huaneng Jilin Power Generation Co., to effectively manage risks and to achieve the expected benefits but also provided useful references for similar projects.
