| Since the winning of crude oil import quota in recent two years, Shandong local oil refinery plants have presented a progress of astonishing leap forward and gradually become the mainstay of economic development in Shandong province. In order to expand oil refinery capacity, all the major refinery plants are developing new projects and extending existing ones passionately, and more related supporting petroleum and petrochemical projects emerge. The construction quality of petroleum and petrochemical project is not only the decisive key of project construction, but also vital elements involving the security of public’s life and state property. China’s construction capacity in project in improving stably, but for station construction of petroleum and petrochemical project, quality problems are still prominent. So, it has profound importance to enhance quality management and control in petroleum and petrochemical station projects.This essay takes Oil Transportation Terminus Station of Jincheng Petrochemical in Zibo as subject of quality control research, and makes systematic and deep analysis on quality control in construction of this project with both utilization of relevant know-how and theory on quality management and this project’s own features. This project involves disciplines of civil, installation, water supply and drainage, heating and ventilation, fire fighting, electrical, and instrumentation etc., and the situation of multiple disciplines, high technical requirement and legions of companies involved to coordinate, all add to the difficult of project construction and management.For sake of smooth progress and achievement of quality target in this project, this essay combines existing quality management theory, uses project background and characteristics as starting point, analyze multiple elements affecting quality, and based on construction implementation, carry out research and discourse on quality target, analysis of elements affecting quality, quality control,quality assurance and quality assessment.On quality target(the third chapter), construction contract requirement is used to set general quality control target of project, and detailed breakdown quality target is set according to this project’s WBS chart. As to analysis of elements affecting quality(the fourth chapter), each productive and non-productive factors concerning construction quality is specified. For quality control(the fifth chapter), quality control content is detailed through specific presentation of control measures on thorny points, key points and common failing of quality etc. in stages of construction preparation, construction, and project acceptance. About quality assurance, detailed quality assurance measures are proposed on resource essentials,man power, construction technology, materials and process etc. In the end of this essay, "expert scoring method" for the Zibo Jincheng Petrochemical station project quality control results of the implementation were evaluated as excellent rating evaluation scores, which functions of the division, the construction programming, materials testing, on-site quality management control and other low scores aspects need to be further optimized and improved, and the actual situation in the sector to reduce overlapping responsibilities and improve the operability of the construction program, material inspection and other aspects of proposed specific improvement measures. |
