China Railway, as the one of key point of the Chinese integrated transport system, facing with the new demands and challenge, started to adjust urgently from transportation-only to integrated logistic services companies by improving railway logistics services functions and constructing an integrated logistic services system. Railway Logistics Centers is the node of the railway transportation service network, the reasonable function area planning is very important for decreasing the logistics cost,increasing the efficiency of operation and improving the customer service level.On the basis of analyzing and concluding the research outcomes of domestic and foreign country; this paper research on the plane layout planning of the Railway Logistics Center based on the strong logic method——System Layout Planning. Considering the reality of Railway Logistics Center, this paper improved SLP method in three aspects: First, considering the influence on layout planning of various non-logistics factors; Second, considering the influence of existent transport facilities, this paper regarding the railway line as the virtual function area of Railway Logistics Center, analyzing the interrelationship between all function areas including the virtual function area; Third, this paper combines SLP method with the mathematical model for avoiding the subjective influence by designer. After analyzing the interrelationship of all function areas, this paper describes the layout planning target and constraint conditions by using math mathematical language, and then to solve this mathematical model for getting the layout scheme.This paper uses the improved SLP method, constructing the double-targets and multiple constraints mathematical model on the bases of finishing the mathematical model condition and defining parameters, this paper puts two planning targets: minimizing the handing cost between function areas and maximizing the synthesized relationships. And this paper uses Genetic Algorithm method based on the Matlab software to solve this mathematical model by determining the coding mode and fitness function, designing the chromosome selection, crossover operator, mutation operator, and setting up the genetic parameters. Then this paper writes the program for solving the mathematical model and gets the optimized functional area layout planning.Finally, this thesis uses the improved SLP method to plane layout planning item of railway logistics center in Changchun city. By constructing the layout planning mathematical model, solving the mathematical model by GA(genetic algorithm) method, and finally gets the optimized functional area layout planning of Changchun railway logistics center. And then evaluates the planning scheme by fuzzy comprehensive evaluation method and it turns out that the research method is feasible and effective. The methods and result of plane layout planning of railway logistics center has a certain reference value for the future.
