ABSTRACT In recent years, with the adjustment of economic structure in our country, significant changes had happened in market demand of freight transport that shippers pay more and more attention to the efficiency and security of freight transport. In response to the changes, China Railways Corporation conducted freight reform, implemented the real freight system, and brought out varieties of fast freight products. Although some efficiency has obtained, it was still failed to reverse the downward trend of transport volume in railway traffic. Through the analysis of railway reform and the existing transportation products, this paper concluded that the key reason of this circumstance is that railway transport organization mode can’t meet the demand of market, such as the delivery of freight transport is slow, the deadline cannot be guaranteed, the safety of freight transport is poor. In order to solve these problems drastically, this paper proposes a new quick freight transport organization mode based on the rapid loading and unloading, described as "the passengerized transport organization mode of container"The passengerized transport organization mode of container is a great innovation to the original freight and container transport mode, which is different from the existing passengerized transport mode of freight service. It contains a lot of problems to be further discussed. From the perspective of the complexity shown on the problem, this paper focus the idea, relevant technical innovation of passengerized transport organization mode, and the operation feasibility, operation plan of passengerized train. In the end, this paper formed a new container transport organization theory preliminarily, and put forward a new development direction for railway freight transport organization mode innovation of our country.First of all, in-depth analysis is carried out on the existing transport organization mode of container, passenger and freight in this paper. Then, a new idea about "passengerized transport organization mode of container" was proposed. This paper analyzes the four kinds of container transport organization modes abroad, concludes the characteristic and applicability, and compares the existing container transport organization modes in our country with the four kinds of modes abroad and finds out the problems existed in the process of container transportation in China. Then, Comparison analysis was carried out on the passenger and freight organization processes so that we can find out the differences between the two processes and the advantage of passenger organization mode to generated the idea of "passengerized transport organization mode of container"Secondly, this paper focus on the key technique of passengerized transport organization mode and the feasibility of train operation. The key technique mainly included the innovation of node layout, station renovation, rational allocation of equipment, train model and the placement of containers. On this basis, from the market demand, line capacity and economy aspects, this paper carries on a feasible analysis.Next, this paper designs the train operation plan of passengerized transport organization mode of container, including detail introduction of the principle of operation plan formulation and influence factors. On this basis, this paper constructs the double objective model which aimed to minimize the container-hour and empty-run rate. This paper gives out a strategy which used the hierarchical clustering method, shortest path algorithm and hybrid particle swarm optimization algorithm to solve the stop schedule plan and complete the operation plan.Finally, this paper constructs a route network to analyze the train operation plan. Under the same road network OD, It compares the passengerized transport organization mode of container with existing transport organization mode by the index of train arrival speed, direct ratio. Practices prove that this mode has the superiority obvious.
