Information System of Urban Rail Transit Operation Monitoring (ISURTOM for short) is a human-machine integrative system with components of computer hardware, monitoring facility, internet, communication equipment, computer software, information resource, information users and rules and regulations, which can send out alarm and alarm in advance when something may threaten the safety of urban rail transit networks. In this way, it provides the protection to keep urban rail transit running well. In China, ISURTOM is normally founded by the subway operation company and related department of the government in our country. This kind of system enjoys the characters of long construction period, large investment, high risk, numerous shareholders, complex bid-section, high requirement of data accuracy and real time performance.Traditional quality management during construction period overly dependents on contractor and supervisor, which has certain limitations, mainly reflects in:contractor and supervisor are difficult to coordinate all stakeholders because of institution or other factors; contractor and supervisor focus much on each small section with the lack of overall consciousness, which lead to a mere formality in the project level, especially the quality management in joint debugging phase. At present, the mainstream of the quality management method often involves contractor. However, there is no quality management method for ISURTOM developer during construction period. ISURTOM developer facing huge and complex task, it is difficult to find the targeted quality management method as the support.In this paper, based on the situation of our country, the author has done in-depth study of ISURTOM quality management characteristics during construction period from the perspective of developer with the project management professional knowledge, putting forward a set of suitable quality management methods for developer. Firstly, establish quality management system structure "tripartite coordination" (developer, contractor, supervisor) dominated by developer; then, find suitable "quality control point" in the project construction period to carry out PDCA cycle and core data validation based on six sigma. This method is beneficial to coordinate all stakeholders and effectively avoids unclear responsibility and the disputes in each section in the construction period. Consequently, it helps control the project quality from the macroscopic scale, which has important practical significance and value for the quality management during the construction period of ISURTOM.Finally, we had applied this quality control method in the internet of things project of The Internet of Things Demonstration Project of Urban Rail Transit Security Application. It has been found that this method could be in favor of verifying and correcting the existing problems during the system construction and manage the project quality control effectively, which shall guarantee the system quality.
