Harbin Railway Bureau Freight Yard Planning And Layout Of Modern Logistics

China Railway Corporation put forward the goal of the transition to modern logistics in 2013. But the planning, layout and the infrastructure of the freight yards can’t meet the need of modern logistics’ development, especially in the planning and layout. This article points out the problems existing in the freight yards of Harbin Railway Bureau, analyses the economic situation of freight transport, puts forward the plan of the modern logistics freight yards’ planning and optimizes it by drawing from the domestic and international concept and the research of the exports.In recent years, the transportation market of Harbin Railway Bureau has made many changes in the mode of transportation, competition approach, supply structure and the marketing strategy with the adjustment of the regional economic structure in Heilongjiang and Hulun Buir. The market has entered a competitive era which is mainly focus on providing the service of modern comprehensive logistics in a short time. However, there are still many problems in the freight yards of Harbin Railway Bureau, such as the insufficient of the warehouse, the serious damage of the platform, the leak of the warehouse and so on. Especially the yards built several years ago, no matter how big they are, the functions of them are similar. They didn’t build the professional freight yards aiming at the characteristic of the transportation products such as scattered goods, grain, coal, steel, vegetables and so on. There is the lack of modern comprehensive logistics yards with receiving, storage, packaging, processing and delivery.This article puts forward a plan of perfecting modern logistics center and the logistic functions of the nodes in Harbin Railway Bureau around The Medium and Long Term Planning of Logistics Development(2014-2020) of the State Council, The Planning of Logistics Development in the Northeast, The Three-year Planning of Logistics Promotion in Heilongjiang Province(2015-2017) of NDRC and the planning of Eight Economic Regions in Heilongjiang province and Three Logistics Areas and Three Logistics Channels in Hulun Buir. The plan makes the best of the opening of the passenger lines between Harbin and Daqing, Qiqihar, Mudanjiang, Jiamusi, releases the power of old lines and new lines, quickens the planning and layout of modern logistics freight yards by upgrading the old freight yards, develops new freight products and discovers new supply of goods to expand the freight. It makes a deeper fusion of railway transportation and logistics service depending on the advantages of railway to quicken the transition from railway transportation enterprise to modern logistics enterprise. And with carrying out the planning and layout of modern logistics freight yards, it enhances the competitiveness of railway by taking back the supply from other transportation methods to make railway play a key role in transportation at the same time.
