Water resources in Heilongjiang province is abundant, uneven distribution, According to the current situation of development and utilization of water resources in Heilongjiang Province,In this paper, in order to achieve the sustainable utilization of water resources in Heilongjiang Province as the guiding ideology,In order to achieve reasonable utilization of surface water and groundwater as the goal and on this basis, the main production areas of Sanjiang Province, Heilongjiang Province, the main grain producing areas of agricultural water,Of water resources are optimal allocation, sustainable utilization of resources in Heilongjiang Province, Sanjiang plain water cost reduction and surface water and groundwater combined ratio provides a certain theoretical basis.(1) By utilizing the present situation and the present condition of water conservancy proje ct of water resources development in Heilongjiang Province, find out the problems existing in the utilization of water resources development in Heilongjiang Province. Based on the analysis of the existing literature on water resources bearing force evaluat ion system, and combined of Heilongjiang province actual situation of water resources, Heilongjiang Province water resources carrying capacity evaluation index. Evaluation of water resources carrying capacity of different administrative regions in Heilongjiang Province Based on the support vector machine method. The results show that: Greater Khingan Range, Heihe City, Yichun City, Hegang City, belongs to the class I, the water resources carrying capacity is strong,Shuangyashan City, Jixi City, Qitaihe City, Mudanjiang City, Jiamusi city and Harbin city belong to the II level,The water resources carrying capacity is in the middle level, and Qigihar, Suihua and Daqing belong to the III level. The carrying capacity of water resources is weak. This conclusion p rovides guidance for the rational development of water resources in Heilongjiang province.(2) According to the relationship between water resources and environment, analysis and calculation of multi scale theory of ecological footprint of water resources in Heilongjiang Province Based on the ecological footprint of water resources in Heilongjiang, the scale is divided into two administrative regions, river basin, the province’s three scale water resources difference study, respectively, from the municipalities(regions) of the surface ecological water overall, groundwater, carrying capacity to the bearing basin ecological footprint and ecological capacity and ecological surplus, to the province’s ecological carrying capacity, ecological footprint, ecological footprint and ecological surplus in different accounts, from the multi region and multi angle calculation of the bearing capacity and the ecological resources in Heilongjiang Province, the ecological footprint, ecological surplus and other indicators, an d the corresponding analysis. In various crops planting area is determined, the rational allocation of water resources were studied to crop water cost minimum as the objective function, calculate the surface water and groundwater, the configuration optimization, not deterministic interval two stage stochastic programming model should be used in optimal allocation of agr icultural water resources in Sanjiang Plain, for decision makers to make more rational decision-making provide reference.
