At present, the trend of environmental deterioration in our country has not been fundamentally curbed, which can be explained by the obvious conflict between environmental protection and economic development. The pressure on the government’s is growing by the hazeand environmental capacity in many areas is being challenged by main pollutants emissions. As the main contributor to air pollutions, power plants has implemented the technical reform for the electrostatic precipitator in service in order to improve the quality of the air, responding to the policies that get strict. Under the grounds of this, it is vital to build up a reasonable evaluation system to evaluate the efficiency of the reform, which couldraise the decision level for coming projects and enhance the achievement of projects.The index system of scientific post evaluation is not only the reflection for effectiveness of the project but also an important factor of the quality of post evaluation. So after finishing the introduction of the basis of theoretical knowledge of post project evaluation researches, the focus of this paper has been placed on the analyses of characteristics of the electrostatic precipitator’s technical reforms and the important factor of the post evaluation, including the selection of 13 post evaluation indexesand the research for the post evaluation with respects to environmental benefit, economic benefit ad social benefit. Specially, it is both a meaningful complement and a practical modification to the existing post evaluation to incorporatesome new indexes from environmental benefit and social benefit into the post evaluation system of power plant electrostatic precipitator’s technical reform.With the targeted post evaluation index system established, AHP and Entropymethods were used as a combination to determine the weight of each level of evaluation index. Meanwhile, the author constructed a theoretical basis for the power plant technical reform with the completion of the project evaluation model and method.Finally, after the collection of relevant data and the verification of the design of post evaluation model supported by a case of electrostatic precipitators ofX power plant technical reform, the problem of this case and the corresponding suggestions could be given by the data we got form the evaluation, a necessary scientific report for improvementof the electrostatic precipitator’s technical reform decision-making level. At the same time, this research results could be used as a reference for the other power plants in the post evaluation for such reforms.
