| The report of ship survey annual meeting in 2012 has summarized the performance of ship survey in China. It has not only pointed out the aim of ship survey but also the imperfection of the mechanism for the technical law of ship survey at present. It is very urgent for the China MSA to construct a well organized mechanism for the technical law of ship survey so as to improve the level of informatization of Chinese government. The technical law of ship survey includes a series of regulations, norms as well as supportive documents, which is written and issued by the China MSA as the legal basis of ship survey. Although the international convention and the new technology push forward the technical law of ship survey, the modification documents does not fit well with Chinese ship industry, as a result of being passive to receive information of ship survey at home. The modification document is supposed to be written according to the scientific and well organized mechanism of the technical law of ship survey, therefore, the aim of the law, the level of execution and other factors, which influence the technical law, can be evaluated roundly and systematically.This paper constructed a mechanism for the technical law of ship survey by using the theory of post project evaluation. At the point of China MSA, a work flow of post law evaluation was built with a set of scientific and reasonable index system. Then, according to the characters of the index, this paper chose AHP fuzzy comprehensive evaluation model to give the final result of an example. Finally, the result reflected that the post evaluation mechanism this paper constructed for the technical law of ship survey was reasonable and feasible, thus, it not only improved the level and ability of executing maritime law but bonded the new technology with ship industry as well. |
