In recent years, issues for investment, technology and management of biogas power generation projects have been researched all over the world, and there have been a lot of achievements. However, the current study focuses on investment benefits and technical improvements, there are few studies against investment risks. China is a traditional agricultural country, where is rich in biomass resources. The development of biogas industry can both effectively reduce the pollution problems of traditional agricultural projects, and make full use of resources. However, the current biogas industry is still faced with obstructions like emphasis on the construction but neglect management. Therefore, the risk assessment work is essential to invest success during investment decision making period.This paper firstly carries out a lot of literature review and data collection, in order to better understand the development and research status. On this basis, this paper makes comparisons of the traditional methods of risk identification and assessment models, then put forward the WBS-DAEO risk identification method and make a combination of intuition fuzzy set theory and matter-element and extension method. To further the study, this paper makes research on the development history and investment current of biogas power generation projects, the comparative analysis shows that it is more important to manage the investment risks well under the current situation. On this basis, this paper builds a risk index system of biogas power generation project, and carries out in-depth study of the technical, management, environment, economic risks. Then assessment model construction method and data collection and processing method are described in detail. Finally, in order to validate the feasibility and effectiveness of this model in practical applications, this article conducts a numerical example and receives a persuasive result.This article develops innovation theory and research methods from three aspects. First, the article proposes a more suitable risk identification method for biogas power generation project; Secondly, this paper builds the investment risk index system for biogas power generation projects, and makes detailed analysis and description of each index;last but not least, the innovative risk assessment model based on intuition fuzzy sets and matter extension theory is constructed, which has more applicability and value with the fuzziness of the relevant data and information during the pre-investment decision making period.
