| Project risk management is a process to identify, evaluate, prevent and control the potential risk factors in the project operation cycle. Early in the western developed countries, the risk management has been widely used in military, aerospace, ocean, construction, oil and other important areas. In recent years, along with large-scale application of EPC mode in domestic long-distance pipeline project, the project builders have gradually realized the importance of systematic and scientific project management.As an important part, project risk management has been achieved some results.Entering the 21st century, as "The west gas to east pipeline, Sichuan gas to east" trunk pipeline of comprehensive construction, branch pipeline of natural gas has begun to gradually enter the construction peak. CNPC has completed the pipe network construction in Jiangxi, Guizhou, Hunan and other regions, the popeline projects in Shandong, Henan, Jiangsu have been started also. Even though the EPC mode has its own standardization process in the large domestic pipeline construction of CNPC, the branch pipeline project owners are mostly investment companies or private gas companies attached to the local government of the city, which have inadequate understanding and more misunderstanding of the connotation of EPC mode, these make all kinds of uncertainty factors of the project risk increasing and futher project safety, quality and funding risk. Given the urgency of the branch pipeline risk management, by studying the existing long-distance pipeline general contracting project risk management data, the paper of branch pipeline general contracting project risk management system and risk control measures were studied.The paper summed up the characteristics of the EPC project risk management through the introduction of the basic theory of project risk, management process and related management technology, combining with the related theory of EPC pattern and history of the development of domestic EPC, and introduced the situation of domestic and foreign related research. This paper focused on the risk analysis of branch pipeline EPC project. This paper elaborated the advantages and disadvantages of branch pipeline project application of the EPC mode in detail by introducing the concept and characteristic of the branch pipeline. This paper analyzed risk factors according to decomposition method of branch pipeline project risk, and carried on the classification of project construction factors influence according to the project risk, and established a branch pipeline EPC project risk identification list. This paper analyzed the risk factors in the list according to the risk management theory, and established risk classification evaluation through the application of risk assessment matrix classification theory, and then determined the branch pipeline project risk response and control scheme combining with the expert advice and project practical situation. This paper carried on the case analysis for the research results on project risk combining with the actual situation of L natural gas branch pipeline risk management. It verified the research results for practical project by case analysis, at the same time also reflected the present situation of the domestic similar branch pipeline project risk management.The research results of this paper will provide reliable basis for the future domestic proposed branch pipeline engineering project risk management, and will reduce unnecessary management loss in the process of branch pipeline project construction, and also will provide theory support for correct decision of the local gas company branch pipeline construction, and then will promote the rapid growth of natural gas and other clean energy. At the same time, it can enhance the competitiveness of general contracting enterprise in medium pipeline project and accelerate the promotion of general contracting mode in the domestic branch pipeline, and can serve the socialist modernization construction much better. |
