In recent years, there’s an upsurge in China’s urban expressway construction. Urban expressway design is based on the expressway layout planning. During the design stage, qualitative analysis is applied to determine the best design alternative. Because of the large investment and great social influence, it is difficult for the policymakers to weigh the various aspects. They often feel difficult to make the right choice.This article first elaborates the concept of expressway, analyzes the characteristics of the expressway, various design alternatives, applicable conditions, advantages and disadvantages. Then, based on the characteristics of urban expressway, establish a fuzzy evaluation method to evaluate the design alternatives. Fuzzy evaluation method based on a mathematical model that quantifies the qualitative indexes, the evaluation results is intuitive, easy to operate.This article takes Nanjing’s eastern expressway design as an example, according to the research results of fuzzy evaluation and the expert scoring method, evaluates the results. This research shows that the evaluation system is comprehensive, applicable and credible.
