With the rapid urban development and energy-saving concepts continued to be implemented in production and construction industries, it is very essential to design and build energy-saving urban roads. Researching and constructing the energy-saving evaluation system of urban road is one of the necessary tasks for the actual construction work. Aiming at building energy-saving road, based on the latest domestic and foreign results and practical experiences, this paper focuses on analyzing the process of building the urban road energy-saving evaluation system. The following aspects are included in this paper:1. Combined with sustainable development and green traffic concepts, the definitions of energy-saving urban road is put forward in this paper, and according to the definition, the nature and approach of energy-saving urban road are determined. By analyzing the characteristics of energy-saving in full life cycle of the urban road, it is reasonable to find that energy-saving evaluation should be done in the planning and design stage.2. By analyzing influence factors of energy-saving in urban road planning design, location design, pavement structure design, and subsidiary facilities design, the initial evaluation indexes of the urban road energy-saving evaluation system are summed up.3. With the use of the Delphi method and the AHP method, the initial evaluation indexes of the urban road energy-saving evaluation system are chosen and optimized, and the system is divided into four layers--target layer, rule layer, the child rule layer, index layer, and three dimensions--transportation target, energy-saving target, environmental target. According to these, by using theoretical analysis, sample analysis method and the Delphi method, suggested threshold values of the urban road energy-saving evaluation system indexes are determined. With the use of the straight line type method, line type dimensionless method and fuzzy membership function, consistency issues of the evaluation unit and quantity are solved, and the weight of various indicators in the urban road energy-saving evaluation system is given. The evaluation system of comprehensive evaluation method and evaluation standard are determined in this paper.4. Relying on the energy-saving evaluation system of urban road construction project from this study, a comparison between two reconstruction projects of Jiandong Road, Ma’anshan City is given. By analyzing the evaluation results of the two reconstruction projects, the second project is verified to have a better energy-saving efficiency. Thus, the feasibility and practical significance of the energy-saving evaluation system of urban road construction project are verified.
