In recent years, with the great development of science and technology, the level of engineering project management in China has greatly improved. At the same time, the requirements of large-scale construction project management are also increasing. In order to achieve the management goal, we need to use comprehensive evaluation method to analyze the project. But since indexes of analysis and evaluation of large-scale construction project have a large quantity and project management targets change with project progress synchronously, indexes must be well targeted when they are used in comprehensive evaluation, and their weights must be adjusted and corrected in the progress of the project according to changes of managed objects. This makes the progress of determining the indexes weights distinctly dynamic and weights should be adjusted instantly. For the above reasons, this paper proposed index weight dynamic adjustment system for construction project management which integrated the theories and practices of project, and developed by means of information technology.Firstly, this paper analyzed key points of definition, characteristics and management in all stages of construction project, discussed selection principle and determining method of indexes, and established the construction project implementation status diagnosis index system. Secondly, combined with characteristics and requirement of project management, the scientific and rational method named Exclude & Compare Difference Degree was found in the existing methods to determine index weight. Then, to solve the problem that experts’ credibility in evaluation results is different, the paper analyzing existing calculation methods of expert weight, put forward a method of expert weight which is determined by the expert’s work experience, professional title, education background and job classification. Meanwhile this paper elaborated the specific implementation steps of the index weighting method integrated with expert weight and exclude & compare difference degree. Based on the method, this paper analyzing the goal and requirement of the system, designed management process, system function module, user permissions and database of the index weight dynamic adjustment system. Finally, according to the above design requirements, using Browser/Server structure, the system is developed under the framework of SS2H based on J2.EE platform with object-oriented programing language Java. What’s more, this paper applied the system to a new-built construction project to check the feasibility and effectiveness.Index weight dynamic adjustment system for construction project management, which was built in this paper, have modules of expert information, expert weight calculation, index system selection, index score, results count, result inquiry and individual management. The large-sample analysis results of all kinds of experts can be included in the system. Index weight of all stages is scientific, reasonable, accurate and effective, which helps project managers in immediate identification and treatment of factors that may bring adverse effect to the standard implement of the project. The system provides powerful supports in analysis and diagnosis the status of the large-scale construction project. Moreover it increases efficiency of management, flow velocity of information and extent of data sharing, which absolutely satisfies the management requirement of large-scale construction project in China and has a certain generalization and practice value.
