With the rapid development of Chinese economy, the work safety accidents are increasing day by day, since the 2014 revision of 《Law of the People’s Republic of China on Work Safety》 indicated that the management efforts of the party and the state on the work safety hit a record high. The electric power enterprise is also developing rapidly in recent years, the Beijing electric power company following the "9950" project and "0811" project and ushered in a new peak, accompanied by a large number of distribution network reconstruction project of centralism development, more and more construction companies, power construction workers work in the capital power construction market. The work safety management of the outsourcing companies is uneven, and some of the companies have not work for the Electric Power Company before, they have not get the point of electric power company safty management, they don’t know much about the electric power safety rules, the management of the construction companies and the workers is more difficult. Therefore, how to keep up with the pace of electric power project development, and how to adapt to in recent years, more and more problems to be solved.In this paper, based on the power distribution room reconstruction project as an example, a comprehensive evaluation of safety management about distribution network reconstruction project of the research. At first, it outlines the selected topic background and the research significance of the work safety management, introduces the theory of safety management and its development process, focuses on the theory of system safety security, analyzes the difficulties in the distribution network reconstruction engineering project safety management and the reasons, and supplys forward solutions, summarizes the three kinds of factors influencing the distribution network reconstruction project (the construction companies, the workers and the work process), and made the standards and methods of comprehensive evaluation. Then aims at the uncertainty in comprehensive evaluation of work safety management, established a three-level index system, focus on the safety management research of "the construction companies", "the workers" and "the work process" three key factors by using fuzzy comprehensive evaluation model, it is concluded that the work safety management level is in general high level, and also obtained "the workers" is the work safety management of the influencing factors of the highest degree. Finally, according to the results of the research on the influence factors of three aspects, it gives the control countermeasures one by one, and established the work safety management control system, effectively enhance the project safety management capabilities.
