Urban water ecosystem is the source of city life. As an important part of the urban ecosystem, urban water has an irreplaceable service functions and economic value, and has become an important indicator of urban dwelling feasibility evaluation and Eco-city construction.With the advance of urbanization and suburban integration process, we must strengthen the construction of urban water system to achieve the construction of Aqua Jianhu, eco-home livable city. Therefore, it’s particularly important to choose a suitable surface area of the city and the restoration of urban river ecosystem.Theoretically, the appropriate choice of water area need to consider many factors. This paper applied One dimensional unsteady flow mathematical model to check the river section of the study area. Construct optimization mathematical model, the project cost to a minimum as the objective function, using MATLAB software for solving optimization model; according of the annual guaranteed rate Tennant method to determine the rate of water meeting the appropriate minimum eco-environment water demand; the paper carried on quantitative analysis of the water areas effects of heat collecton and heat source, determined the relationship between temperature and water surface rate; finally, according to the corresponding norms, determined suitable water surface rate.Urban river systems also directly affect the virtuous cycle of aquatic ecosystems. This paper clarified the definition function, building ideas and principles of ecological river by studying on ecological river construction.This paper had a study on urban water surface ratio and ecological river construction, it based on Jianhu water system. The polder water surface ratio is 5.51% by establishing the optimization model; the water ratio of eco-environmental water demand is 4.85%. The paper carried on quantitative analysis of the water areas effects of heat collecton and heat source, the result indicated, while considering the effect of the heat collection of water areas mainly, the water surface ratio was rasied by 1% each time, the urban temperature could drop by 0.43 ℃. According to the research results and the corresponding specification suitable water surface rate is 8%~10% in Jinhu County. By construction and rebuilding the ri(?) f different land use types and different functions of Jianhu county, the river’s natural form、reve(?)ent and vegetation belt along the river was restored. This paper provided guidance to the future water conservancy modernization construction, at the same time it provided reference to ecological city construction in Subei Region of Jiangsu Province.
