As a variant of Build-operation-transfer model, the Build-Transfer model is a new investment and financing mode to ease the financial pressure on the government. At the same time, it solves the problem of how to enter the government’s investing industry with the obstacles of social capital. But it’s still in a research stage. The basic characteristics of most projects adopting BT mode manifest as follows:great construction size, long construction period, amount of uncertain factors caused by the surrounding environment, amount of partnership, lack of communication between local government and investor, too much intervene of local government to project, multiple leadership and inefficiency caused by diversity of decision-making subject. These factors increase programme controlling difficulties. So there exists great significant to research programme controlling of BT project. The main contents of this dissertation are as follows.(1) the main activities of BT project is identified and interpreted. The differences between the key activities and non-key activities pointed out. The main existing methods of programme management are summarized including Gantt Chart and Programme Evaluation and Review Technique. The advantageous and disadvantageous of each method are analyzed. And optimization method of programme plan is analyzed, includes, changing the constraint conditions among activities through adding reasonable bonding relationship and shortening construction period effectively through enhance the resource-investing level. The main of programme controlling methods are analyzed, includes, S-curve Method, Banana Shape Curve Method, Vanguard Line Method, and Earned Value Method.(2) the balanced diminishing coefficient model was put forward at the basis of Logistic Model, the theoretical compressible time after increase resources was optimized and allocated. the theoretical compressible of each activity and the S controlling curve was figured out. Four main schedule variance adjusting methods were put forward in combination with the calculation results through using balanced diminishing coefficient model.(3) take a commercial comprehensive developing project named D as research object, combining real construction process, the critical path and key activities were identified. The reasonable compressible time was calculated through using balanced diminishing coefficient model in the D project. The S controlling curve was figured out and be used as programme controlling basis. The schedule variance adjusting method was analyzed when there existed variance between real schedule and projected schedule. And it provided a reference to the late projects.Traditional programme controlling, once programme delays, it will occur the blind rush, affecting the vicious cycle of the quality, increasing the total investment and affecting the profit of the partnerships. In this paper, according to increasing investment of resources to make the project key node have a flexible space, allowed lag period, the use of balanced diminishing coefficient model, so that the allowed rate last node of the project tends to zero.
