Under the electricity market mechanism, in addition to meet the users’ demand forpower supply reliability, the power supply enterprise should also ensure the power supplyeconomy as much as possible. Actually, the power supply reliability and economy are apair of contradiction. To simply increase the investment to meet the power supplyreliability is difficult to guarantee the economy. Similarly, to overly restrict the investmentwill reduce the power supply reliability. So in the process of power distribution systemplanning and transforming, it is very necessary to combine with the economy andreliability into to the power supply mode selectionThrough the analysis on distribution system reliability and economy,This paper takesfull account of each component failure mode and their combination patterns whencalculating the power distribution system reliability indices basing on practical application.According to the structure difference between the distribution substation and powerdistribution network in the distribution system, a reliability evaluation algorithm based onthe basic path and cut set is presented for power distribution substation for the distributionsubstation, the algorithm form a graph that makes components as nodes and theconnectivity of components as the side, then gets the failure mode groups based on theminimum cut sets through path search algorithm. Finally, the reliability indices ofdistribution substation is calculated. For the power distribution network, this paper putsforward the reliability evaluation algorithm based on second-order zoning distributionnetwork by switch elements. The algorithm firstly divides the distribution network bybreakers into several first-order partitions, and then divides the first-order partitions intoseveral second-order partitions. Finally, I adopts failure effects analysis method to traversethe failure of each partition and its impact on the rest of the partitions, as a result, thereliability indices of each load point are calculated. Finally, two simulation calculationsare respectively carried between a simple power distribution substation and a part ofnetwork in IEEERBTS bus6.This paper sets up the outage loss model based on the reliability indices, and the model takes into account the fixed loss related to the interruption frequency and the lossesof halting production related to the time of outage. At last, this paper calculates the costsand the outage losses that four different structures of substations serve several kinds ofcustomers and the distribution network in IEEERBTS bus2serves customers by differentmodes, the results verify the effectiveness of the proposed selection scheme of powersupply mode.
