The real estate industry, due to its big proportion in the social fixed assets investment and fiscal levy, is now one of the national pillar industries. It is concerned with people’s shelter—an important aspect as well as the most costly one among the four basic necessities of life, namely, clothing, food, shelter and transportation. Closely related to the national welfare and people’s livelihood, the real estate sector has become the major public concern with every move in it observed by the public.Since its fast development from 1999, the real estate market has attracted multiple investors of all fields thanks to its high industry profitability and few barriers to entry. The real estate market presents to be a picture of prosperity. However, the public rage begins to upraise as a result of the house price upsurge and the sector credibility inadequacy. Along with this, the national policy tends to curb the growth of house price, which brings down the growth fever in the real estate sector. The house price fluctuation and the short supply of cash flow make cost cut necessary, hence the importance of the cost management in real estate projects.In this paper, the whole process of real estate cost management as the main clue, introduces the theory and method of the whole process of cost management, project cost of real estate development from the main features of the program, design, bidding, construction, completion and other aspects of the settlement and the resulting key pointscarried out management analysis and research, so that real estate development companies to realize the industry standardization and standardization of product development.Finally in the whole process of cost management YH high-grade office building as an example, work breakdown structure(WBS) method, value engineering,earned value method, the limit design method demonstrated through the use of the scientific method scientific whole process of cost management, combination of quantitative and qualitative demonstrates the whole process cost management more scientific, provide the basis for reasonably determining the project cost.
