In recent years, for the contradiction caused by the high price. State and local governments began to be adjusting the policy of the real estate policy, which made the whole real estate industry be in the period of huge adjustment. The real estate enterprises confronted with hitherto unknown challenge during the development. The market competition intensified day by day with lower and lower profit margin. The previous extensive economic management mode and fast track approach already could not adapt to the current real estate market. It was required that according to the market changes, the real estate enterprises adjust their management mode constantly and strengthen cost control of the implementation of project investment in the whole process so as to tap the potential, reduce the cost effectively and improve income. Control and management of real estate project cost is of great significance and vital importance for the real estate development enterprises. Developers should make the careful planning on the whole project and do the investigation and studies on the current market situation as well as the feasibility analysis and economic evaluation in the early part of the project investment. In the later part, developers should pay attention to the marketing plan. Ultimately, all of that must be adopted by the final product controlled by project management to carry out.This article started with the basic situation of the development of China’s real estate industry, analyzed the factors that affected the cost of real estate development projects, and studied the problems in the cost management of real estate enterprises with the basic method of the traditional cost control. One of the most important problem was that the human factors had great influence on the cost control in every phase of project construction, but there was no perfect system constraints or standard cost control system in the project development process, so that the cost management target was difficult to achieve eventually. A complete and scientific system of cost control must be established in the real estate business, be carried out in the management process, and then the ideal effect of cost control could be achieved. This article talked about the establishment of the system from features and content of cost control system, explained the cost control measures from the four main stages of the project, and summed up the shortcomings of application and management of engineering cost control measures in practical work combined with the author’s experience in engineering management.The research of real estate development project cost control was helpful for the real estate development enterprise to clear the overall mentality and structure and the implementation strategy, etc. of the project cost control, to reduce and eliminate waste phenomenon in the enterprise as far as possible so as to save the social and economic resources, and to make use of the limited land resources more reasonable, fully and effectively. It played an important role in the revitalization of the current real estate enterprises. At the same time, the study of the real estate project cost control could make the project cost reduction, and then make the housing prices return to a reasonable price. It also offered certain valuable reference to policies of the real estate regulation made by the state, made a real contribution to solving the housing problems of ordinary people, and provided a solid foundation for building socialist harmonious society.
