Since the nineties of the last century, China’s economic and social level have achieved great-leap-forward development, and the people’s living standard and income level have been improved rapidly. At the same time, the degree of urbanization and the level of road traffic mobility have also been greatly improved.Therefore, the problem of traffic conditions in big cities and extra large-cities is gradually exposed in some small and medium-sized cities. This problem badly needs to be solved by the city government. However, compared with the big cities, small and medium-sized cities have its own characteristics in the size of the population,economic level, land size, city structure, land development, public facilities service level etc... Corresponding, small and medium-sized cities have its own characteristics in the road network system, transportation, transportation facilities, and other aspects.After more than thirty years’ development, the research method of transportation planning and optimization measures of big city have been more mature. But it can not work on small and medium-sized cities directly. To solve its traffic problems, it is necessary to explore the methods, strategies and measures for the optimization of road traffic according to the characteristics and problems of small and medium cities.This paper uses the domestic and foreign city road traffic advanced theoretical system, mature methods and strategies and practical measures, focusing on small and medium-sized cities in land development, residents travel, road system and traffic facilities and other characteristics.In this paper,I analyze the existing problems and the causes of the problems, put forward a series of measures to optimize the road traffic:through the optimization of land development to achieve balanced distribution of traffic space, through the implementation of bus priority to optimize the travel structure, through the improvement of the road system to enhance capacity of the road,through the optimization of parking facilities and reduce the amount of traffic office and commercial center.Finally, this study takes Jinchang city as an example,Through analysis the characteristics and problems from urban planning, land development mode, residentialmode of travel, transport conditions, the road system structure, level of transport facilities to parking station field facilities, explores the reasons for travel problems,and apply the preliminary study of the theory and strategy in road traffic optimization of small and medium sized cities. In this article, puts forward the strategy and concrete measures to optimize the road traffic in Jinchang City. I hope it can be helpful to solve the traffic problems of small and medium-sized cities.
