The study on the urban road network scale is an important part of its transportation planning. With the improvement of the urbanization, the small and medium-sized cities are expanding in scale day by day and the traffic problems will become more and more serious. The study of the small and medium-sized city road network scale can provide a scientific basis for decision-making to the road network construction, and it will be great significance to the urban road planning and the urban healthy development.Obtained from the idea of the balance of supply and demand as the breakthrough point, and based on the analysis of the gross scale of the urban road network and the optimization of its hierarchical structure, the idea and method for ascertaining the small and medium-sized city road network scale are brought forward. The main contents include three parts which are as follows.In the beginning, based on the comprehensive analysis of the traffic characteristics and the widespread and existent problems of small and medium-sized cities, the thesis puts forward countermeasures to solve these problems: rational planning of road network, optimizing the structure of urban traffic and strengthen traffic management. After deeply illustrating the meaning of the developing scale of urban road network and comprehensively analyzing the primary factor of influencing factors, the evaluation indicators to describe the urban network scale are put forward.Secondly, on the condition of analyzing the specific demand and supply to small and medium-sized cities, through the calibration of model parameters, the thesis improves the original demand and supply model and builds the supply-demand balance model, then the total construction amount is ensured. After using the target programming theory, an approximate optimum scheme of grade is pursued for guiding road construction.Thirdly, taking Zhaoyuan city as an example, the thesis uses the above theories and methods in 2020's road network construction scale, and solves the model with Matlab. The availability of the model is validated.
