Research On The Promotion Strategy Of Green Construction Based On The Viewpoint Of Incremental Cost

With the advent of industrial revolution and the rapid development of science and technology, the relationship between human and nature has becomes increasingly tense.The activities of human to transform the nature are facing some problems, such as the shortage of natural resource, environmental pollution and ecological unbalance. In this context, the green construction is becoming absolutely necessary. However, we found that the green construction has not formed a comprehensive and in-depth situation which combined with actual situation.In order to solve this problem, the author of this paper made an investigation of 30 construction enterprises and took research from three aspects which include cognitive,regulation and technology, then found the factor which impede the application of green construction, through the further analysis of the relationship between representative barrier factors and incremental cost, we can find that the incremental cost not only increases the economic burden but also becomes the really barrier factors to promote the implementation of green construction.On the basis mentioned above, this paper defines the connotation of the green construction incremental cost and structure,then,the paper analyzes the characteristics of the individual, multi scheme, fuzziness and so on.Combined with the survey data and information, the author took a deep analysis of the four factors from the aspects of construction enterprise and government, in the enterprise level it contains enterprise management, green technology, green building materials, green machinery. In the government level it contains the law and regulation of green construction, governmentincentives and promotion mode, then study the influence to the compose of green construction incremental cost and the value magnitude.At the same time, it also deepen the formation mechanism understanding of the new incremental cost which becomes the obstacle of the green construction promoting, this paper also provides a guidance and basic path to the effective implementation of green construction which based on the point of incremental cost.Next, in order to decrease the incremental cost, this paper which combined the research results and literature analysis started from the level of construction enterprise,proposed the viewpoint of strength the green application on traditional construction,developing the application of BIM and Prefabricated technology, using steel structure technology reasonably, strength the Fine-Management of civil construction, strengthen the previous control, and research the key factors of green construction. Meanwhile, the author analyze the necessity of the police to promote the green construction which based on the government level and combined with the externality theory, and then, at the base of the division between the mandatory and incentive policy, the author propose a corresponding specific implementation policy or method. Used the evolution game theory, the author analyzed the mandatory policy and incentive policy in depth, which contains the dynamic combination of policy which from the early stage of green construction to the mature stage, and it have made an further study on the viewpoint of green construction which based on the incremental cost.Finally, by using engineering experiences, the paper presents the practical and efficient of green construction measures.
