Research On Green Construction Incremental Cost Measurement

With the rapid development of economic in China, resource depletion and environmental issues have become increasingly prominent. In construction projects, if we continue to use the traditional extensive construction methods,it will consume a lot of resources and energy even cause a series of energy and environment crisis. so it is necessary to adjustment construction methods by introducting green construction during the construction phase, to deal with those problems. Green construction can effectively improve the utilization of resources, to strengthen the protection of the environment, to achieve ecological sustainability.At the same time, it responses to the Sustainable Development Strategy in the construction industry.So far,most construction companies are still using the traditional construction mode with high pollution and high energy consumption,and do not obeying “four saving and a environmental protection "of “green construction evaluation criteria", so there is a big distance to the nature of green construction. In order to improve the motivation of construction enterprises in green construction, in this study first build incremental cost estimation model of green construction, and then identify the measures of the green construction incremental cost, estimates the incremental cost of green construction, finally determine the key measures of green construction incremental cost. Specific research process as follows:First, building the estimation model of the green construction incremental cost.On the basis of green building incremental cost estimation model,I presented incremental cost estimation model in this study. The incremental cost ?C in green construction is the result of using green construction incremental cost measures making increased cost, that is the difference between green construction cost and traditional construction cost. According to the model,I classify the green construction measures in "green construction project evaluation criteria",identify which is the incremental cost measures of green construction, then estimates the incremental cost, finally determine the key measures of green construction.Second, identifing the incremental cost measures of green construction. Recognition of green construction measures which would increase the additional construction cost, namely the incremental cost measures, and those which do not increase the additional construction cost, namely the traditional construction measures, administrative cost measures, income measures. After obtaining the classification system of green construction, construction enterprises manage the application for each category of measures,then strengthen the management of the incremental cost measures in the construction process, which will help to control the green construction cost.Then, calculate the cost of green construction incremental cost. Firstly, the paper discusses the principle and influence of the incremental cost of green construction, which lays the foundation for the calculation of incremental cost and the determination of the key measures. Secondly, compare the incremental cost measures of construction engineeringgreen construction evaluation standard, GB / T 50640-2010 and measures the project fee of safe and civilized construction fee content and scope of "construction and installation project cost component of the notice(standard Jianbiao [2013] No. 44), then comparing the rest of the incremental cost measures of " construction engineering green construction evaluation standard "GB / T 50640-2010 and the traditional construction,according to the" architectural engineering green construction specifications” and related literature estimates the corresponding cost compose of incremental cost measures.Finally, confirming the key measures of the incremental cost of green construction.Based on the qualitative analysis of Pareto's law and the quantitative analysis of value engineering, the key measures of green construction cost control are determined.In summary, this paper import the concept of incremental cost to green construction. By the identification of the incremental cost measures of green construction,estimation of green construction incremental cost,confirming the key measures of green construction incremental cost, provide a reference for construction enterprises to cost control,and combine with national preferential policies and incentives of green construction, to encourage construction enterprises to adopt green construction measures.
