With the rapid development of economy and society in our country at present,the ability of the attraction of the city center the periphery area is growing and the scope of city expanding unceasingly. Many cities construct rail transit system to alleviate the pressure of traffic brought by the development of cities. But the problems such as traffic congestion, parking problem of the traffic are also very serious. Park-and-ride system as an effective measure of traffic demand management has achieved some good effects. Many cities of our country start to research and construct the system. A recent study found that the mode of travel in the car transfer to rail transit is easily accepted by travelers. But many problems still exist from the point of practical effect. This paper will be based on the rail transit station of park-and-ride as the research object and research the problems existing in the system and put forward the suggestions.Firstly, the author defined the meaning of park-and-ride system and service level in this paper. Then the author analyzed the characteristics of the park-and-ride, car and rail transit. This article investigated the intention of selecting park-and-ride and analyzed it’s decision-making mechanism. According to the research above this article preliminary build the index system of park-and-ride system and introducing the structural equation model for quantitative screening of the index system. This article constructed the probability model of park-and-ride selection by introducing the disaggregate model. Then deriving the time value of park-and-ride system mode based on the disaggregate model and quantitate the time and expense index of the index system. Finally this paper studies the engineering evaluation method to evaluate park-and-ride system. It included method for the standardization of index, method to determine weigh of the index and method for comprehensive evaluation. Finally the article evaluated the park-and-ride system of xi ’an textile city as a case.
