With the conflict between resources, environment and development ceaselessly deteriorating in China, energy conservation and emission reduction has become the consensus of whole society gradually. State Development and Reform Commission published a series of regulation requiring well pilot implementation in energy conserved electric power dispatching, in order to promote energy conservation and emission reduction in electric power which is key profession in resource consumption. Energy consumption management system for coal-fired power plants is an important foundation of energy conserved electric power dispatching.This thesis establishes energy consumption calculation model for thermal power plant, summarizes thermal performance experiment methods and also discuss operating conditions and relevant measuring points’ arrangement/mounting requirement in corresponding experiment points. According to actual requirement for real-time calculation of energy consumption, calculation method of decomposition coefficient based on heat supplying return water flow and condensed water flow, which separates adjustable extraction cogeneration power plant into one condensing power plant and several back pressure power plants, thus can obtain condensing power plant’s heat consumption instead of exceeding load’s heat consumption. Coal quality soft measuring algorithm based on gas components analysis is adopted to attain coal quality analytic data real time. A energy consumption’s sorting and statistics rule taking load rate into consideration is put forward as reference of energy conserved dispatching.Based on thesis achievement, energy consumption management system for coal-fired power plants has been developed. Function optimization of hardware and software in remote data acquisition and transportation system is applied. Data’s cryptographic storage and broken-point continuingly-transferring function are adopted to improve reliability of data transition. The developed system has been put into pilot application in Henan electric power dispatching center and several power plants, which provide technical support for launch of energy conserved dispatching.
