Water is the basis natural resource of human existence, strategic resources of social and economic development. With the rapid increase in population and economic development, water shortage, drought,desertification has became a bottleneck restricting economic and social development in Xinjiang and sustainable development of the ecological environment, this paper introduces the concept of "virtual water",to solve the water in Xinjiang resource security provides a unique perspective.First, introduced the basic principles of input-output model, constructed a Water Resources input-output model to calculate the direct and indirect water use coefficient completely virtual water trade as well as domestic and foreign departments of Xinjiang. Secondly, analyzed the size and structure of virtual water of Xinjiang. Finally, virtual water trade structure was constructed based on Xinjiang virtual water trade structure in 2012 optimization model to investigate the optimal path Xinjiang, domestic and foreign trade structure of virtual water. The results showed that: Xinjiang departments the directly,completely and indirect water use coefficient of Xinjiang’s departments decreased year by year, to the water-saving economy development of Xinjiang economy. Domestic virtual water trade, in 2002, 2007 and2012, Xinjiang virtual water net outflows increased year by year and the trade surplus also increased year by year, the province three years domestic virtual water net outflow amounted to 50.779 billion m3,domestic trade deficit amounted to 405.15 billion yuan. From the sector structure, the agricultural sector of the huge amount of virtual water is the main source of domestic Xinjiang virtual water trade surplus.International virtual water trade, in 2002, 2007 and 2012, Xinjiang has been a net exporter of virtual water status. Xinjiang in 2012 net exports of virtual water has been reduced compared to 2007, mainly due to lower exports of Xinjiang water coefficient industrial sector products, higher imports of agricultural water use coefficient, virtual water trade structure compared with 2007 reasonable. But in 2012 net exports of virtual water in Xinjiang is still large, there are further adjust and optimize space. By appropriately adjusting the net outflow of various departments or net export trade, under the premise of protecting the existing economic, environmental and social benefits can be realized a net outflow of domestic virtual water trade Xinjiang less 15%, while the domestic trade deficit 38% or less of the total soot emissions by39%. Can be achieved to reduce the Xinjiang International Trade virtual water net exports by 15%, while international trade surplus increased by 3% or 14% reduction in soot emissions.Finally, from promoting the development of water-saving agriculture, vigorously developing the service industry as well as in accordance with the water level adjustment to optimize the virtual water trade structure of Xinjiang,putting forward relevant countermeasures and suggestions to promote harmony and economic resources sustainable development.
