Study On Traffic Operation During The Large-Scale Municipal Construction

With the rapid development of economy and urbanization, putting in a lot of human, material and financial resources to carry out the construction of municipal facilities. A huge change will be brought after these municipal facilities. But during the construction period , will have even more worse negative impact between supply and demand of the city traffic contradiction. It's necessary to solve the problem of the traffic operation to reduce the negative impact and ease the traffic pressure during the large-scale municipal construction .First, this paper analyzes the nvestigation before building according to the classification and defination of large-scale municipal construction . Then deliberate the construction organization and the traffic flow based on the characteristics of the construction.The process and method of the dispersion area of the traffic operation have been proposed based on this study. The direct impact of occuping the road resource and the the indirect impact of increaing the traffic cost due to building have been considered in this method.With the idea of systems engineering, from the impact network, firstly seclect a candidate erea around the dispersion area ,and then apply origin-destination(OD) matrix estimation traffic re-assignment to estiamate the change of the total travel time and the deviation of the total travel change in the candidate area during the traffic dispersion as well as the process of will be optimization on time. The standard of services can be raised, in addition, the method not only raising the standard of services but also comprehensively considering potential negative effects of traffic dispersion.After determining the impact area, the traffic operation measures based on the building area and the dispersion area.Finally, an example demonstrates that the method is of validity and feasibility to determine the traffic operation during the municipal construction.
