A Study On The Selection Of PPP Social Capital In Projects Of Large-Scale Municipal Engineering

With the rapid urbanization process,the public’s demand for infrastructure is increasing,which puts forward new requirements for large-scale municipal projects as the support of national economy.However,the huge financial burden and the construction of new large municipal projects is difficult to balance.Therefore,since2014,the government has issued relevant policies and regulations to vigorously promote the PPP cooperation model,that is,the government should take the lead in selecting and introducing social capital parties to participate in the construction investment.PPP model was first applied in the UK and has been gradually borrowed by China and combined with China’s special national conditions.It is difficult to fully predict uncontrollable factors in the later stage of large-scale municipal engineering projects at the initial stage of construction,and stakeholders other than the government do not take social responsibility as the ultimate goal,resulting in high risks in the application of PPP model in large-scale municipal engineering.In order to mobilize social capital and relieve financial pressure,the government encourages social capital to participate in large public works projects,and hopes that the PPP model can achieve a win-win situation.Therefore,choosing the right social capital is one of the keys to the successful operation of PPP model.Based on the research of large-scale municipal engineering projects,this paper tries to study the selection of social capital parties in PPP projects,so as to select the right social capital partners fairly and promote the smooth progress of PPP projects of large-scale municipal engineering.Firstly,this paper reviews the literature on PPP projects and PPP project selection of large-scale municipal engineering at home and abroad,and introduces the related concepts and theoretical basis involved in this paper.Secondly,the capital side evaluation system of PPP project of large-scale municipal engineering is established.The index is weighted by the comprehensive weighting method combining the subjective evaluation DEMATEL method and the objective evaluation entropy weight method,and then the social capital side is selected by the VIKOR method.And in order to verify the scientific reliability of the model,a large-scale municipal PPP project was taken as an example for simulation analysis.Finally,the capital party ranking first wasconsistent with the actual situation.It is proved that this model can be effectively applied to PPP projects of large-scale municipal projects and has certain guiding significance for the government to choose the capital side.
