Transportation is the lifeblood of modern urban life, as the main framework of urban road network, arterial roads are the key to ensure the smooth flow of urban transportation. However, there are many unreasonable designs and management of the existing roads, such as traffic conflicts focused on the intersection led to the formation of the road network bottleneck, the serious imbalance of space-time resources between the intersection and road. When the urban tranportation is playing a more and more important role today, how to make the maximum use of space-time resources of urban arterial roads, and not only improving the efficiency of road network, but also taking into account the traffic safety, is a subject to be solved urgently.Firstly, traffic congestion and accident prone typical urban arterial road in Harbin are selected, and the main problems of urban arterial traffic operation are analyzed. We get the road condition, traffic organization, traffic volume and traffic accident and traffic conflict and other data through the investigation. Through analysis, the main reason for the existing road network of frequent accidents and low efficiency lies in the lack of scatter the intersection traffic conflict concept, insufficient degree of precision in the process of management, and with the development of the urban economy and population, brought traffic facilities capacity insufficient contradiction between supply and demand.Using space-time resources utilization as index, it is concluded that the utilization efficiency of space-time resources of urban arterial roads is generally low. We can improve the utilization efficiency through the addition of road parking spaces, increasing the green signal ratio of each phase, reducing the number of phases. And combined with the traffic conflicts density, we analysis of the existing road space and time resource allocation method on the impact of traffic safety, it is proposed that the intersection traffic conflict should be introduced into the road section.Next to disperse the intersection traffic conflict of space distribution, combined with coordinated traffic signal control and traffic organization, coming up with some ideas that moving the non motorized vehicle lane to the outside for pedestrian, parking spaces on both sides of the road, build a bus stop at the exit road near the stop line of the intersection, setting up the straight line area, turning around on the main road, and straight + right. In order to increase the efficiency of the use of space and time resources, and enhance the overall efficiency and safety of the arterial road.Finally taking the the Changjiang Road- Songshan Road intersection in Harbin City as an example, for optimization design and evaluation analysis. We selected sections of saturation, delay, queue length, traffic conflict surface density evaluation index, using the VISSIM simulation software, analyzed and compared of existing urban road space and time resource allocation method and the proposed urban road space-time resources optimization design method of the pros and cons.
