Quanzhou,one of the central cities in the West-Strait Economic Zone,plays avital role in driving economic development in both the local region and thesurrounding areas. Quanzhou’s industrial structure has its own uniquecharacteristics.In the new era, the job of upgrading Quanzhou’s industrial structurerequires us to consider its development stage and the correlation among three majorindustries.Using the Grey Correlation Model(GCM),this article has done a overallreasearch on Quanzhou’s industrial structure and correlation.The data applied in thisarticle arranged from Quanzhou’ Ninth Five-Year Plan to the11th Five-Year period.The current industrial correlation reasearch is still stuck on the Leontiefinput-output analysis.However this method has its inherent limitations.So this articletried to introduce a new concept,the Gray Correlation Theory to analyse the industrystructure and correlation of Quanzhou. On the basis of summing up the industrialreasearch theory both at home and abroad, this article has done a qualitative analysisof the characteristics of the industry of Quanzhou and then using the GRM forquantitative empirical research.As to the quantitative research, the paper first usedgray correlation degree to measure the interrelation and changes of the threeindustries.Then the paper used the data of second industry to identify the city’s signindustry chain. Finally, by caculating the correlation degree of the sign industry chainand sub-departments of the third industry to analyze the relationship between thesecond and third industry. The purpose is to provide empirical support forpolicy-making in Quanzhou’ industrial upgrading and adjustment.Problems emerged in Quanzhou’ industrial development are embodied in sixaspects:coordination among agriculture and other industries is becoming weak; basicindustrial departments are under developed; infrastructure development and industrialsectors are not synchronized; extractive industries and processing industries are notcoordinated; the new industry is starting to show its dominant position, but thedevelopment is not sufficient; the modern service industry and high value-addedindustrial linkage role began to increase. Combining with practice and these newfeatures above, this article has proposed its recommendations for industrial upgradingand restructuring in Quanzhou.
