Research On Government Supervision Of Food Safety In Catering Industry

In recent years, food safety has become a global focus of attention in which such cases and their key words as "Sudan I Red Dye","Dyeing steamed bread","Gutter oil","Genetically modified food", and "Poisonous Milk" has ranked on a leading web search vocabulary.Rapid economic growth has pushed unscrupulous traders into mind madness of profit-driven. While companies seek to maximize the benefits, however, people forget the synchronization of mental cultivation (Adam Smith). This performance in return reflected in food safety makes Chinese government and people to this end pay a enormous price. Therefore, how the government to achieve effective administration to the issue of food safety in the catering industry, will have significant theoretical and practical significance in the stable development of society as a whole and development of the quality of people’s life.In this paper, the main research theme is to investigate government administration of food safety in the catering industry. Through the analysis of Public Administration Theory, Institutional Economics, HACCP (Hazard Analysis and Critical Control Point) Theory, Management Theory of Quantitative Classification and Risk Analysis Theory, the article build up the discussing structure in contrast to the market failure and government supervision, the government failure and government supervision, the third-part failure and government supervision. Meanwhile, by the use of interdisciplinary research methods, logic research method, comparative research and case study etc., the research studies the problems of food safety in the path dependence and path selection during government supervision and further ascertains the right path in the government supervision of food safety.In this study, the article takes some cases in Kunming as the example to illustrate the potential food safety hazards to the nation and people and reaches to the result that government supervision is the must during this course.Only to create a hard law system, the government supervision system as well as standardized testing system can we solve the problems in government supervision of food safety. Finally, this article picks up several representative samples in government supervision of food safety in the U.S. and EU, and points out the need to build strong government supervision must increase the overall level of administration from the prospect of legal, systems and technology.The government supervision develops with the accompaniment of numerous food safety accidents. Compared with foreign developed countries, the government supervision of food safety in China requires more effort because the practice comes late. Therefore, the government supervision of food safety in China will also develop further accompanied by living projects, livelihood and well-being of people.
