Because of the rapid development of social economy, the quality of people’s lifebecame better and better. As a way to enjoy life,tourism is people’s first choice. Withthe continuous development of touirsm in our country, the problem of tour guide teamis becoming more and more serious. Especially the social tour guide as a specialgroup in tour guide team, its management problems became the barriers of the tourismindustry. The management of society’s guide cry for reforming.The article is mainly divided into seven parts to analysis that how to build themanagement system of social tour guide.The first part is introduction, mainly narrates the background, significancemethods and the train thought of research.The second part is the theory preparation and research design. This paperanalyzes some concepts, including the social tour guide and travel guides, governanceand management, the concept of governance, the tour guide industry organization.And summarizes the research status about social tour guide management. This paperintroduces the new public management theory, industry autonomy theory and theautonomy of civil society theory, and detailed research design and data application toexplain them.The third part is our tour guide social group status analysis. Analyzes the socialguide practice of social evolution process, and based on the questionnaire data,summarizes the basic situation of the social tour guide group.The fourth part is our current management pattern of social tour guide and itsdisadvantages. Our social tour guide management pattern mainly has the tour guideservice company management mode, the tour guide service center management modeand the tour guide association management mode. On the basis of these three models,the paper systematically analyzed the drawbacks of the current management system,and puts forward the necessity of the reform.The iftfh part is the domestic and international industry organizationmanagement expeirence for reference. Including the Hong Kong touirsm industrymanagement, Spain’s guide management and industry management of the lawyersassociation.The sixth is about building social tour guide industry management system in ourcountry. Building a social tour guide industry management system have social foundation and legal policy and organizational basis, it is very feasible. Paperanalyzes stakeholder interests of the social tour guide industry management system,and that social tour guide industry management system need to set up the correct ideas,establishing and perfecting the mechanism, perfecting the legal policy.The seventh part is the research conclusion and the insufficiency.
