A Study On The New Rural Social Endowment Insurance System In Danyang City

With the development of economic society, the rural endowment problem is increasingly prominent due to the unbalance of urban and rural development, the tilt of urban pension insurance system from national finance and some other factors. How to solve the problem of rural endowment and establish a new rural social pension security system has became the government and society attention hot spot.This paper studied the policies and practices of the new rural social endowment insurance system of Danyang. Through the analysis, points out the problems in the new rural social endowment insurance system of Danyang, and combines the reality of Danyang, then present countermeasures and Suggestions to perfect the new rural endowment insurance system of Danyang.Danyang traditional pension system exists some problems, such as the security level is very low, the participating consciousness of farmers is very thin; the coverage is very narrow; farmers not pay attention to the pension system; the operation of the pension funds is not standard and transparent, which requires to establish a new rural social endowment insurance system urgently. While during the operation of the new rural social endowment insurance system, it meets new obstacles:the pension of rural social endowment insurance is different from other pension systems, and the pension hardly meets the requirement of retirement life; It is difficult to main&increase the value of the new rural endowment fund; The lack of local government supporting fund; The unbalance of regional economy development in different town in Danyang which cause the pension unfair; Weakness to dock with the surrounding areas policies, and some others.The author investigated the necessity of the domestic new type rural social endowment insurance, government duties, the administration of the retirement pension, and the connection between urban-rural social insurance and other insurance, studied the relative better experience of the other countries. Then got the improvement conclusion:government gave the economic support, encourage family-supporting model; encourage famer to increase business income, government makes policies to maintain&increase pension funds value in a variety and high efficiency way, and adapt the rural pension system to the enterprise pension system under the urban and rural areas developing background.
